Fergus Falls man charged after recording minors, and women in business restroom

A Fergus Falls man has been charged after police say a hidden cellphone was found recording in a business restroom. According to the Fergus Falls Police Department, officers were called around 7:35 p.m. July 2 to a business in the 200 block of West Cavour Avenue for a report of suspicious activity. A press release states a complainant told police their 15-year-old child had used the restroom and noticed a concealed cellphone. Police say an in-depth investigation led to the seizure of the phone and the arrest of 39 year-old Ramon Zavala of Fergus Falls. Zavala is no longer employed at the business, authorities said. The Otter Tail County Attorney’s Office has charged Zavala with felony interference with the privacy of a minor with sexual intent, felony interference with the privacy of a minor, and three additional counts of gross misdemeanor interference with privacy. Investigators say that after reviewing the seized phone, they found additional images of females using the restroom. The images are believed to have been recorded between June 30 and July 2, 2026.
